* The restriction of
eligibility to U. S. citizens and permanent resident aliens is
imposed by the National Science Foundation, not by us. Specifically,
the NSF program announcement states:
"NSF Graduate Fellowships are open only to individuals who are, at
the time of application, citizens or nationals of the United States
(1) or permanent resident aliens of the United States."
(1) The term "national of the United States" designates a citizen of
the United States or a native resident of a commonwealth or
territory of the United States, such as American Samoa, Guam, Puerto
Rico, U.S. Virgin Islands, or the Northern Mariana Islands. It does
not refer to a citizen of another country who has applied for United
States citizenship.
